Proposed 50mph speed limit - B1239 between Preston and Bilton


The above plan shows a proposal to reduce the speed limit on the B1239 between Preston and Bilton.


ERYC would like to reduce the speed limit of B1239 between Preston and Bilton to 50mph as indicated in the plan to improve road safety.

The background to this is:

  • Analysis of the collision record along the B1239 between Preston and Bilton for the 5-year and 5-month period 01/01/2015 to 03/06/2020 identified that a total of 16 injury collisions had been recorded along the route. This equates to an average of 3 collisions per year at a rate of 5.2 collisions per km. The majority of collisions were recorded on link sections of the route (i.e. away from junctions). Of the 16 collisions, 9 involved vehicles leaving the carriageway, with these generally spread across the route. A particular cluster of collisions was identified on the length of the B1239 between Wyton Drain and Lelley Road.

  • A site appraisal was undertaken to further investigate the collision record on the section of the B1239 between Wyton Drain and Lelley Road. This identified that:

  • This length of the B1239 recorded a total of 4 collisions (average of 2.6 collisions per km) which is in excess of the 1.8 collisions per km average for the route.

  • All 4 collisions were record between June 2017 and January 2019 which suggests an emerging collision pattern.

  • In 3 of the 4 collisions, drivers lost control of their vehicles, left the carriageway and sustained serious injuries.

  • The route is relatively narrow in width and a number of hazards are provided in the roadside (e.g. ditches, trees, telegraph poles) if vehicles leave the carriageway.

  • The appraisal identified that reducing the speed limit from the national speed limit to 50mph over this section would provide road users with more time to negotiate and react to the highway environment and thereby potentially reduce the level of collisions along this section of the route.

  • Further assessment identified that the 50mph speed limit should be introduced from a point 78m north west of the northern kerb line of Lelley Road to a point 90m southeast of the southern edge of Wyton Holmes Bridge.
